Responsible Matka Play: Law, Limits, Scams and Help

The legal position in India
Gambling in India is governed by the Public Gambling Act of 1867 and by the laws of each state, because the Constitution leaves betting and gambling to the states. Most states have kept or extended the 1867 prohibition. In those states, placing a bet on matka, running a matka book or collecting stakes for one is an offence. A few states regulate certain games under their own statutes, and some have passed laws aimed at online betting. The rules differ, they change, and the version that binds you is the one in force where you are sitting.

Common scams
Result sites attract readers, and readers attract fraud. These are the schemes reported most often.

Keeping your money and your details safe
- An OTP, a UPI PIN, a card number or a screenshot of your bank app goes to nobody, for any reason.
- An app that arrives as a link in a message should not be installed. If it is not in the official store, it is not safe.
- Do not send Aadhaar, PAN or a selfie to "verify" yourself for a tip or a group.
- Use a separate password for every service, and switch on two-step verification for your email and your bank.
- Pay nothing in advance for a number, a group or a "membership". There is no legitimate version of that purchase.

After a fraud: what to do first
- Call your bank first. If money has left your account, ask for the transaction to be blocked or reversed. Speed matters; the first hour is worth more than the following week.
- Call 1930. This is the national cyber crime helpline. It can freeze a transfer while the money is still moving through the chain.
- File a report at cybercrime.gov.in. That is the government's online portal for cyber complaints. Keep the acknowledgement number.
- Go to the local police cyber cell with screenshots, phone numbers, UPI IDs and transaction references.
- Do not pay a "recovery agent". Anyone who contacts you offering to get the money back for a fee is the same fraud wearing a different name.
Embarrassment is what the fraud relies on. Reporting it is the one thing that hurts the person who did it.
Help for gambling problems
If the limits above keep slipping, the problem is not a lack of willpower, and it is not solved by a better formula. It is a health matter, and help exists.
- Tell one person. A spouse, a parent, a sibling or a friend. Saying it out loud breaks the secrecy that keeps the habit going.
- See a doctor. A general physician can refer you to a psychiatrist or a counsellor. Government hospitals and medical college psychiatry departments see gambling problems regularly.
- Use a counselling service. De-addiction and mental health helplines run by state governments and NGOs take calls about gambling, not only about alcohol or drugs.
- Block the access. Delete booking contacts, leave the groups, and hand your UPI app to someone you trust for a while.
